Stuck on message “Windows is shutting down”

This article applies to Windows XP.
Problem
When Windows shuts down it gets stuck on the message ‘Windows is shutting down’ and never shuts down. The mouse may be movable but the only way to turn the computer off is forcefully.

Solution

1. Download and install the UPH Clean tool.
2. Restart the computer and it should shut down correctly this time. If not, try restarting again.
