Make sure you are logged in as an Administrator account.
Windows XP
- Click Start, then Run.
- Type cmd and press Enter.
Windows Vista, 7 or newer
- Click the Start button.(or press the windows key on your keyboard)
- Type cmd (don’t press Enter).
- In the list, under programs you should see a file called cmd.
- Right click it and select Run as administrator.
- Click Yes or Continue.
Please update this answer with instructions for getting to a cmd prompt as administrator with Win 8.1. There IS no “start” button
